Youre absolutely right; it has to be an upside down cement mixer. As George said, the hand wheel turns the cog gear to tip out the cement. The drive gear for the cogs on the dome-shaped drum must be on the far side of the picture. The vertical spindle for the drum is on the top of the picture. Looking closely, I can make out the rest of the drum in the foliage at the bottom of the picture. Its one hefty beast of a mixer. If the bearings are still OK, its probably still be useable.
